Randald "Randy" Carrigan, 74, of Panama City, passed away on Thursday, September 7, 2023. Randy was born on September 1, 1949 in Davidson County, TN. He was a Veteran of the U. S. Navy and continued his service in the Navy Reserves. After his experience as a cook in the Navy, he went on to work for various restaurants, but most notably for Shoney's, where he became a Manager. Randy loved playing pool both competitively and for fun. He had a great sense of humor and was a fun-loving person who loved his friends, family and dogs. He is preceded in death by his parents, Dorris and Velda Carrigan; and brothers, Terry Carrigan and Ed Carrigan. Left to treasure his memory is his daughter, Jennifer Hesson; son, James "J. R. " Carrigan; grandchildren, Jessica Hart, Chelsey Jones and Brandon Noles; great-grandchildren, Emma, Riley and Carsyn; several nieces and nephews, many friends and his beloved dog, Spanky. Funeral services will be announced soon. Randy will be laid to rest at Woodlawn Memorial Park in Nashville, TN.

Curtis Brown, born on March 1, 1958, was a beloved man who touched the hearts of all who knew him. As a child, he was raised in New Kent, Virginia, and later graduated from New Kent High School in 1976. In 1978, Curtis married his devoted wife, Cindy. They were married for 45 years and together they had four children: Patirece, Telisha, Curtis Jr. , and Destinee. Curtis had a lasting commitment to his loved ones. Curtis had a strong sense of duty and joined the United States Army in August of 1976. During his 13 years of service, he received several awards, including a Good Conduct Medal (with Bronze, 3 loops), the NCO Professional Development Ribbon (Numeral 1), the Army Service Ribbon, the Overseas Service Ribbon, and the Expert Badge (Rifle and Hand Grenade). In October of 1986, Curtis was Honorably Discharged from the army after serving for over 13 years. In 1991, his family relocated to Panama City, Florida. Curtis had many passions, including his love for sweets, especially his sweet potato pie, spending time with his granddaughter Maya, dancing, keeping his grass cut and cars clean and pristine. He was a devoted Facilities Engineer at Rosenwald High School for over 20 years and committed 5 years of hard work to Trane. A devout Christian who lived his life with unwavering faith, Curtis was active in his church community at Living Word Church. He had a unique way of saying "man" that will always be remembered by those who knew him. Curtis's legacy will live on in the memories of those who loved him, and his presence will be missed dearly. Curtis is preceded in death by his parents, Robert and Malinda Brown; his brother, Alfred Brown; his sister, Flora Christian; his aunt, Elizabeth Minor; and his uncle, Roland Minor. Curtis leaves to cherish his memories, his wife, Cyndia Brown; four children, Patirece Brown, Telisha Brown, Curtis Brown Jr. , and Destinee Brown; one granddaughter, Maya Adeleye; two brothers, Roger Brown (Betty) and Robert Brown, Jr. ; two aunts, Phyllis Minor and Maryland Minor; one uncle, Bernard Minor (Sharon); and host of in-laws, nieces, nephews and friends. A funeral service will be held on Saturday, December 2, 2023 at 11:00 a. m. at Living Word Church. The family will receive friends one hour prior to the service at the church. Blake Scott Toussant, 32, of Panama City, passed away on Wednesday, November 22, 2023. Blake was born on December 7, 1990 in Portsmouth, NH. He was a devoted family man and skilled auto mechanic. Blake found joy in off-roading adventures, especially four-wheeling and mudding with his beloved family. He had a passion for getting stuck in the mud and cherished moments spent outdoors. Blake's enthusiasm extended to his gun collection and shared adventures with friends. Known for his loyalty and dedication, Blake was not only adept at fixing cars but also devoted many hours to his job. His willingness to help others made him loved by everyone fortunate enough to know him. Blake's memory will forever by cherished in the hearts of those he touched. He is preceded in death by his brother, Jacob Toussaint; and grandfather, Joseph Cote, Sr. Left to treasure Blake's memory is his significant other of 12 years, Jaclyn Saalfrank; daughter, Mia Toussaint; sons, Luke Toussaint and Logan Toussaint; father, Eric S. Jaqueline Salter, a beacon of strength and resilience, was born on October 2, 1961, in Henry County, Alabama. She was the first of five children born to Agnes Christine Salter and the late Sammy Salter Sr. Her life was a testament to the power of love, hope, and perseverance, and she left an indelible mark on everyone she met. Jaqueline passed away on November 23, 2023, in Panama City, Florida, at the age of 62. Raised in a close-knit family, Jaqueline was baptized at an early age at Rocky Mount Baptist Church in Abbeville, Alabama. Her faith was a cornerstone of her life, guiding her actions and shaping her into a woman of strong moral character. She was preceded in death by her father, brothers Sammy Salter Jr. , Adam Dewayne Salter, and Michael Anthony Salter, grandmother Mary Agnes Culver, aunts Susie Mae Daniels and Gwendolyn Underwood, and uncles Marvin Culver and Johnny Culver. However, their memory lived on in Jaqueline, who carried their love and wisdom with her throughout her life. Jaqueline was a proud graduate of Rehobeth High School, Class of 1982. Her thirst for knowledge and dedication to personal growth was evident in her pursuit of education. After graduation, she joined the workforce and found joy in a variety of employment opportunities, including roles at Burger King and Purdue Farms. She was not defined by her work but rather by the kindness and compassion she showed to her colleagues and customers. In life, Jaqueline was a true enthusiast. She found joy in the simple pleasures of everyday life - completing word search puzzles, listening to music, and watching her favorite television show, Law and Order. She was a woman of faith, who loved attending church and found solace and strength in her spiritual journey. But above all, she cherished spending time with her family. She leaves behind a rich tapestry of memories with her mother, brother Ricky (Betty) Salter, aunts Corinne Salter and Alice Salter, sister-in-law Jackie Salter, nieces Keyerra Salter and Camilla Salter, nephews Zavar Salter, Deandrae Salter, Dergus Salter, and Darrius Salter, and a host of cousins, friends, and other relatives. As we remember Jaqueline, let us be inspired by her resilience, her unwavering faith, and her boundless love for family and friends. As Helen Keller once said, "The best and most beautiful things in the world cannot be seen or even touched - they must be felt with the heart. " Jaqueline's life was a living testament to this truth. Gwen LaBeau NeSmith, age 58, of Panama City Beach, Florida passed away on November 19, 2023. Gwen passed away peacefully at home surrounded by her family. She was born on May 5, 1965 to Harold and Maureen LaBeau in Minot, North Dakota. Gwen was a Lakota Native American and a proud member of the Cheyenne River Sioux Tribe. Gwen will be remembered for being a wonderful loving wife, mother, and "GiGi" to her grandson. She was the light in every room she entered. To know her was to love her. Gwen's quirky personality will be remembered by many for she was always laughing and making the best out of every situation. Gwen was a very caring person, always willing to help others in need. Gwen worked as a dental assistant before starting Lakota Solutions LLC, a government contracting business. She operated Lakota Solutions until her retirement in December 2021. She attended Eastgate church and was a member of New Elim Baptist church. She is survived by her husband, Kevin NeSmith; son, KC NeSmith; daughter, Savanna Millican; grandson, Emerson; brother, Wayne LaBeau; sister, Natasha Davis; stepmom, Patty LaBeau; and a large extended family. Gwen is predeceased by both her parents. Special thanks to her nephew, Brayden NeSmith, for always being there and getting Gwen whatever she needed, day or night.
