Elena C. "Winnie" Orr, age 55, of Dubuque, IA, passed away on Friday, February 16, 2024, at her home surrounded by her loving family. She was born on April 23, 1968, in the Philippines, the daughter of Benjamin and Rosita (Manao) Celebrado. Elena attended school in the Philippines. On October 11, 2004, she was united in marriage to Alan Orr in the Philippines. In 2010, Elena moved to the United States. She was employed with Orr Dozer Service, the Q Casino, and most recently with CJ Moyna & Sons as a heavy equipment operator. Elena enjoyed cooking, gambling, dancing, singing karaoke, and socializing with friends. She had a wonderful sense of humor, and her smile could light up the room. She will be greatly missed by all who know her.Survivors include her loving husband, Alan; children: Bryan and Darwin Celebrado; stepdaughter, Liezel (Bob) Kaufman; seven grandchildren; her mother, Rosita Celebrado; her siblings: Riza (Pete) Johanning, Benjamin Celebrado, Jr., Rebecca (Nicholas) Flesch; brother-in-law, Carl (Jane) Orr; sister-in-law, Pam (Bob) Kauffman; nieces, nephews, other relatives, and friends.Elena was preceded in death by her father, Benjamin Celebrado.A Mass of Christian Burial will be held on Friday, February 23, 2024, at 11:00 a.m. at St. Clement Catholic Church in Lancaster with Fr. Roger B. Starrett, age 86, of Bloomington, passed away peacefully surrounded by his family on Friday, February 23, 2024, at Stonehill Health Center in Dubuque, IA. He was born on February 17, 1938, at home on the family farm, the son of Francis L. and Hazel M. (Rodgers) Starrett. Roger graduated from Cassville High School in 1956. Following graduation, he farmed with his grandmother on the family farm. Roger entered the United States Army Reserves in 1958 and served his country until his honorable discharge in 1964. On February 7, 1959, he was united in marriage to Carole Wiswall at Our Savoir Lutheran Church in Gays Mills. After their marriage, the couple continued to farm the Starrett family farm. After Roger’s retirement from farming, he was employed with Cabela’s and Bemis. He enjoyed farming, his lawn mower and bobcat and his toy tractor collection. Roger was a man of faith and dearly loved his family, church, and church family. Survivors include his loving wife of 65 years, Carole; their children: David (Pam Oberbreckling) Starrett, Cynthia Kopp, and Dale (Tammy) Starrett; nine grandchildren: Liz, Alex, Chris, Zachary, Andrew, Lyndi, Leah, Autumn, and Carter; eleven great-grandchildren: Drake, Bailee, Rebecca, Aspen, Hudson, Hazel, Josiah, Landon, Christian, Ryan, and Lainey; his siblings: Faye (Greg) Becwar, Joe (Judy) Starrett, and Dick (Candice) Starrett; nieces, nephews, other relatives and many friends.In addition to his parents, Roger was preceded in death by a brother, James Starrett.Funeral services will be held on Saturday, March 2, 2024, at 11:00 a.m. at the Bible Baptist Church in Prairie du Chien with Pastor Andy Doll officiating. Burial with military honors will be in Dodge Cemetery, Beetown Township. There will be a visitation held from 12:00 noon until 2:00 p.m., on Saturday, March 2, 2024, at Behr Funeral Home, 1491 Main Street. There will be a private family burial held at a later date.Rickey was born on June 21, 2006 in Dubuque, Iowa to George Billmeyer and Missy Crooks. He attended Hempstead High and Southwestern High School where he played football. Rickey enjoyed fishing, hiking, swimming, camping and being outdoors. He was a boy scout and an avid video game player. He enjoyed time spent with his family and friends. He will be sadly missed and fondly remembered by all who knew and loved him.Those left to cherish Rickey's memory include: his mom, Missy Crooks. His father, George Billmeyer. Two brothers, Zane Janzig and Daniel Billmeyer. His grandparents, Rickey and Mary Billmeyer, Anna and Kevin Eggers, and Richard (Noreen) Crooks. Three aunts, Michele (Richie) Van Dasselaar, Marissa Ernzen and Heather Billmeyer. One uncle, Erick (Leslee) Billmeyer. Life long friend/co-op gamer/step-dad, David Janzig. A Funeral Service will begin at 4:00 p.m. on Friday at the funeral home with Deacon John Stierman officiating. Mary graduated from Stephen Hempstead high School in 1971. Mary worked at the chemical plant in East Dubuque as an Accountant for 30+ years. She was also together with her husband, Rich, for over 25 years. They were married at the Sanders Family Farm, July 2008. Mary was the President of the Euchre Club for 10 years. She had a green thumb and was able to keep any plant alive. She was an avid canner and loved canning pickles and hot peppers. Mary always celebrated life to the fullest, as she survived three battles with cancer - always finding a reason for a party and decorating for every holiday. She loved her grandchildren more than anything in the world, and always supported them in their endeavors. Mary is survived by her husband, Rich Habel; children Ty (Erin) Maiden of Wisconsin, Tara Maiden, and Tonya (Tony) Lang; grandchildren Ellesha (Phill) Breitbach, Jenna Foley, Mercedes Wise-Maiden, Malena Wise-Maiden, Mya Maiden, Gia Lang, and Beau Lang; and great-grandchild Levonte McGonigle; siblings Jackie Hess, Sandra (Paul) Dolter of Arizona, Jim (Keiko) Sanders of Michigan, William Sanders, Michael Sanders, and Thomas Sanders; aunt Carolyn Haupert; and many nieces and nephews. Mary was preceded in death by her parents Ronald and Grace Sanders, siblings Robert Kramer and Judith Kramer, brother-in-law Dennis Loney, sister-in-laws Robin Sanders and Nancy Sanders, uncle John Haupert, and niece Natalie Sanders. Harold was born October 16, 1947, in Winona, MN, the son of Paul Samuel and Mary Louise Worrel Daniels. On November 17, 1973, he married Cherielynn Marie Janikowski in Winona, MN. He graduated from Winona Senior High School in 1966. Harold worked at Behrns Manufacturing until he moved to Dubuque in 1978. In November of 1978, he was hired at Klauer Manufacturing, where he worked until his retirement in October of 2009.Harold dedicated his time to numerous roles within the First Presbyterian Church, where he served as both a deacon and elder and actively participated in various committees. He was a Cub Scout den leader for Pack 4 at Fulton Elementary School and served on the committee for Troop 94. Outside of his community involvement, Harold found joy in activities such as bowling, watching professional bowling and wrestling, playing cards and games with family and friends, taking scenic rides down to the river, exploring new destinations through travel, and cherishing moments spent with his grandchildren.Survivors include his wife, Cherielynn; three children, Nicole (Ivy) Fountain of East Dubuque, Chris (Michelle Ragland) Daniels of Dubuque, and Joe (Holly Mills) Daniels of Savage, MN; nine grandchildren, Caitlin Daniels, Lyfe Fountain, Wisdom Fountain, Nik'kivy Fountain, Samuel Daniels, Mackenzie Daniels, Camilla Daniels, Louise Daniels, and Hamilton Daniels; and two great-grandchildren, Ryan and Cyrus.He was preceded in death by his parents, one granddaughter, Josie Daniels, five sisters, Evelyn Daniels, Carol (Earl) Hensel, Bev (Harold) Beeskow, and Norma (Merrit) Stark, and four brothers, Paulie Daniels, Earl (Dot) Daniels, Bobbie (Mitch) Daniels, and Dick (Deanna) Daniels.In lieu of flowers, a memorial has been established for Hospice of Dubuque.

Sandy was born on October 20, 1939, in Chicago, Illinois to Gilbert and Eleanor (Stein) Churchill. She graduated from Notre Dame High School in 1957. On February 8, 1964 she married the love of her life David H. Parrett at Saint Ferdinand in Chicago, Illinois. David and Sandy had a whirlwind romance, marrying within months of meeting and quickly started a family. David preceded her in death on December 22, 2012. Sandy was a devoted wife and truly amazing mom. Her children are in awe of her intelligence, strength, and determination. Her family was her focus and she lived to create beautiful memories for and with her children that they treasure today. Sandy always worked outside her home but she was most fond of her work as Human Resource Manager at Wood County National Bank in Wisconsin Rapids, Wisconsin. After she retired, she was generous with her time and volunteered for several organizations that represented her passions including Friends of the Library and the Dubuque Arboretum. Sandy is survived by her children Lisa Parrett of Denver, CO, Mark (Jean Ann) Parrett of Dubuque, Andrea (Paul Wheelock) Parrett of Peosta. A sister Patricia Stromberg of Scottsdale, AZ, brothers Gerald (Diane) Churchill of Atlanta, GA and Gilbert (Helen) Churchill of Lodi, WI. Sisters-in-law Maggie Blaha of Milwaukee, WI and Jan Parrett of Sun Prairie, WI; along with several nieces and nephews and lifelong friend Nancy Neibauer of Black Mountain, NC. Two step grandchildren Jamie (Ryan) Becker and Justin (Marissa) Muehlenkamp; and step great grandchildren Chase, Carter, Cannen, Reid, and Alexa. She was preceded in death by her parents, her father and mother-in-law, brothers-in-law Donald and Thomas Parrett, Thomas Blaha and Kurt Stromberg; nieces Carol Suchomel and Amy Rivers; nephews John and Kent Churchill. Myrtle “Jean” McCubbin, 93, of Dubuque, IA, formerly of Davenport, went home to be with her Lord and Savior Jesus Christ on Thursday, February 22, 2024, in Dubuque. Services will be Tuesday, February 27, 2024, at 2 pm at The Runge Mortuary with visitation starting at 1 pm. Her final resting place will be in Davenport Memorial Park Cemetery. Memorials may go to Samaritan’s Purse or Hospice of Dubuque. Jean was born in Muskogee, OK, on May 12, 1930. She was the daughter of Ralph and Rosa E. (Roberts) Freetly. After her family moved to California, she met the love of her life, David R. McCubbin, Jr., at a roller skating rink in Napa, CA. They married on May 18, 1948, in Stockton, CA. After nearly 75 years of marriage, he passed away May 1, 2023. She was a manager of the toy department at Turnstyle in her early career, and worked as a cook and baker for the Davenport Public Schools. She loved handwork and enjoyed quilting, sewing, crocheting, and ceramics. In earlier years she was a member of Berean Baptist Church in Davenport, and loved going to Bible studies and serving on missionary committees. Recently, she was attending Hope Evangelical Free Church in Dubuque. Jean was a loving homemaker and a devoted wife and mother. She looked forward to having coffee and desserts with her family and friends on many occasions. Those left to cherish her memory include her children: Charlene Behrens, Grand Junction, CO, Lynn McCubbin, Dubuque, IA, and Jeffrey (Jennifer) McCubbin, Campbellsburg, KY; grandchildren: Kurt Behrens, Stephanie Reece, Troy Behrens, Kendra Viteri-Lynn and Cohen McCubbin; 7 great grandchildren, one great-great grandchild, and numerous nieces and nephews. In addition to her parents and husband, Jean was preceded in death by a brother, Harvey Freetly.

Alan was born March 16, 1940, in Austin, MN, the son of Harry Albert and Adeline Julianne Thompson Henricks. He married his dear wife, Verle Hillberg, on September 29, 1962, in Sisseton, South Dakota. Alan began his career at Hartig Drug Co. where he held various positions over 44 years, including pharmacist, store manager, and COO. He found his true purpose helping others.He loved music, tapping his feet to 50s rock and roll and closing his eyes in sheer appreciation of many musical genres. He read factual books and articles and had an interest in archaeology and genealogy. In his spare time, he enjoyed working in the yard, planting flowers, feeding the birds, and reminiscing about the good old days in his 1940 Ford Coupe. Alan was a generous and devoted father, sharing his wisdom and advice, strength, carpentry skills, and anything else his children needed. Being a grandpa was one of his greatest joys in life, and he held a special place in his heart for his loyal dog, Muffin. Alan’s gentle spirit and beautiful smile blessed the lives of all who knew and loved him.Survivors include his wife, Verle; his four children, Lynn (John) Moore of Burlington, IA, Jim (Debra) Henricks of Solon, IA, Debra Henricks of Dubuque, IA, and Cynthia (Michael) Woodward of Davenport, IA; four granddaughters, Kendall Moore, Sadie (Dan) McGinnis, Bailee (Sam) Rogis, Kierstin Henricks; two sisters, Sharon (Tom) Sachs of Alexandria, VA, and Marianne Wayne of Albert Lea, MN; one brother, Bruce (Chris) Henricks; and in-laws, Norb Schilling of Milwaukee, WI, Jan (Bill) Hankes of Elburn, IL, Owen (Connie) Hillberg of Colorado Springs, CO, and Bryan Baudler of Austin, MN; and nieces, nephews, and cousins.He was preceded in death by his parents, his twin sister, Jean Baudler, and sister-in-law, Marlys Schilling.The family would like to thank Drs.
