Charles W. Jackson age 91, passed away on October 31, 2023, at 8:40 p. m. at Heisinger Bluffs-West Skilled Nursing Facility. He was born on February 15, 1932, in Oswego, South Carolina, the sixth of seven children and son of Jobe D. and Rosa Lee (Hampton) Jackson. Charles was united in marriage to Betty J. King at Saint Rest Baptist Church, Minden, Louisiana on August 15, 1959. Charles graduated from Mather Academy, a private African Methodist Episcopal High School in Camden, South Carolina in May 1950. He received a Bachelor of Science degree in Architecture from Hampton University, Hampton, Virginia in 1955, and a Master of City and Regional Planning in 1964 from Kansas State University, Manhattan, Kansas. He served in the United States Military with the 36th Armored Infantry Battalion Unit in Europe and was honorably discharged in May 1957. He came to Lincoln University as an Instructor of Building Engineering on September 9, 1957, and retired as a Professor Emeriti on December 31, 1999, a period of 42. 5 years. During those years, he served in many capacities including 28 years as a teacher, as a department chair and as a college dean. He served 14. 5 years as Director of Facilities Planning and Design with administrative supervision responsibilities for capital improvement budgeting, new construction, public safety, buildings and grounds, and printing services. Being concerned about disadvantaged students with financial need, Charles wrote three grant proposals that were funded to assist many of these students. Two of these grants - The Model Cities Grant and The U. S. Department of Housing and Urban Development Grant - were funded by the Federal Government. These grants provided full financial assistance through work-study for students to complete their studies. The third grant was sponsored by the Nigerian National Government for four (4) years for students to study in the United States to become technically trained. Because of his interest and involvement in providing financial assistance for needy and deserving students, upon his retirement, "The Charles W. Jackson Perpetual Endowed Scholarship" was established to continue financial assistance to students. Charles served on many civic committees and boards in Jefferson City and Mid-Missouri to include the Parks and Recreation Commission, Missouri Regional Library Foundation Board, Three Rivers Boy Scouts of America Council representative, University of Missouri-Lincoln University Cole County Extension Council, Planning and Zoning Committee, Chair-Convention Center Planning Committee, Chair of the Mayor's Physical Planning Committee, search committee for City Administrator, Board of Governors (Lifetime Membership) for Capital Region Medical Center, and eight (8) years as First Ward City Councilman and two (2) years as Mayor Pro Tem. Through the years, Charles' diligence and leadership were recognized with other honors and special citations including, Honorary Colonel of the Lincoln University Reserve Officers' Corps, University of Missouri Honor Roll of Extension Leaders, Certificate of Public Service from Jefferson City, Lincoln University Student Government Association Service Award, United States Department of Defense Certificate of Appreciation, University of Missouri President's Statewide Advisory Council Certificate for Supporting the Extension Mission, Lincoln University National Alumni Association's Distinguished Service Award, The Wesley Foundation Loving Service Award, The Lincoln University Professor Emeriti Service Award, and The Jefferson City Chamber of Commerce William W. Quigg Award for Lifetime Leadership and Commitment to Jefferson City. Charles was a member of Omega Psi Phi Fraternity, Inc. , since 1958, an international fraternal organization known for public service activities, and served in several leadership positions to include Basileus (chapter president) for four (4) years, and later, as Chaplain for over 40 years for the local chapter, Eta Alpha. Charles was a member of First Presbyterian Church, Jefferson City, Missouri. He was an ordained Deacon and Elder, and was a co-teacher for the Calvin Class Sunday School for over 20 years. Prior to 1983 the major Presbyterian Church was separated as the northern and southern churches for over 120 years. Charles was one of fifty-two (52) lay persons and ministers elected from the two branches to formulate a reconciliation plan to reunite the two church branches of 3,500,000 members. The plan for reunion was successful and the two churches were formally reunited in Atlanta, Georgia in 1983, and became the Presbyterian Church in USA. Charles served on the first General Assembly Council of the Reunited Church for five years. Charles is survived by his wife Betty, two daughters, Beverly A. Jackson Perry (Ottie) of Gold Canyon, Arizona, and Cheryl D. Jackson of Bloomington, Illinois, one grandson Matthew D. Perry of Tempe, Arizona, one sister Mazie L. Jackson Gary (Wallace) of Sumter, South Carolina, brother-in-law Dr. Ira C. King, Jr. of Tempe, Arizona, and several nephews, nieces, cousins, and friends. He was preceded in death by his parents, three brothers - Joseph T. Jackson, Mattoon E. Jackson, Sr. , Obadiah T. Jackson, two sisters - Ophelia L. Jackson and Thomasina R. Jackson Pinckney, one nephew Mattoon E. Jackson, Jr. , and a grandson Jason Perry. The family will receive visitors on Wednesday, November 8, 2023 from 9:30 a. m. to 10:30 a. m. at Millard Family Chapels, 2613 West Main Street, Jefferson City, MO. A fraternal Omega Omega service will be held between 10:30 a. m. and 11:00 a. m. , led by the Eta Alpha Chapter of Omega Psi Phi Fraternity. The Christian funeral service will follow at 11:00 a. m. , with The Reverend Alice C. Wilson Whitson as officiant of this service.
