Andris (Andy) Baltins (80), of Callao, Virgina passed away on September 6, 2023. Andy was born on August 7, 1943 in Riga, Latvia. Shortly after his birth, his family was forced to flee their home country, living as refugees on the run until the end of WWII. In 1950, after five years of living in a Displaced Persons camp in Germany, the family immigrated to the United States under the Displaced Persons Act of 1948. Crossing the Atlantic on a Liberty ship, they came through Ellis Island, then on to Kings Mountain North Carolina, and finally settling in Silver Spring Maryland. While in high school and college Andy worked in supermarkets and after graduating from the University of Maryland, he chose to make that his career. In 1967 he married his high school sweet heart, Patricia. In 1968, he was drafted into the Army and proudly served as a Medic in the 44th Medical Brigade in Plaiku, Vietnam. Upon his return from Vietnam, the couple moved their young family to Gambrills, Maryland. There, Andy continued his work in the supermarket industry; managing stores and territories for Grand Union, A&P, and Superfresh. In 2005 he retired; however, he was not finished working. After retirement Andy remained active and committed to serving his community and adopted nation. He enjoyed volunteering as an Anne Arundel County Police Reserve Officer and, after moving to Callao, Virgina, as a member of the US Coast Guard Auxiliary (Flotilla 3-10) culminating as Flotilla Commander in 2019. When not busy pursuing his career or volunteering, Andy made time for his favorite past times. He greatly enjoyed the outdoors and was an avid skier and mariner. Participating in these activities with his family brought him the greatest joy of all. He leaves behind his wife Patricia; his two sons, Arnis (Diane) and Aleksandrs; four grand-children, Alise (Dalton) Quinn, Elina Baltins, Michael Sterling, and Jaden Stephens; two brothers, Aldis Baltins and Maris Baltins; and is preceded in death by his parents, Arthurs Baltins and Xenia Kinder. In accordance to his and his family's wishes; there will be no funeral service and private memorial is to be conducted at a later time.

Mable Padgett Tate, 90, of Montross, Virginia passed away on Thursday, November 30, 2023. She was born on November 13, 1933 to the late Wilson and Meta Padgett. Mable married Allen Tate in 1949 and was a homemaker for many years; during these years, she babysat Michael Greene, Stephanie, and Susan Wilkins. These children became an extended family for the Tate's. After Allen's death in 1986, she was fortunate to have been a part-time employee at Welch Funeral Home where she made so many great and lasting friends. Mable is survived by her daughter, Joyce Tate of Montross; son, Allen "Buddy" Tate, Jr. of Fredericksburg; granddaughter, Christina Marquez (Marcus) of King George; grandson, Allen Tate, III of Fredericksburg; and many nieces and nephews. She was preceded in death by her husband, Allen Tate, Sr. ; her parents, Daniel Wilson Padgett and Meta Barrett Padgett; brothers, Carl Edward Padgett and James Daniel Padgett; and sisters, Josephine P. Jenkins , Helen P. Berry, and Shirley P. Smallwood. A funeral service will be held at 2:00 p. m. on December 4, 2023 at Pope's Creek Baptist Church in Montross, Virginia. The family will receive friends one hour prior to the service. Pastor Richard Headley, Pastor Thomas Preston, and Pastor Bobby Greene will be officiating. Interment will take place in the church cemetery followed by a reception in the church fellowship hall. Christopher Stanley Pearson, born on February 23, 1983 in Tappahannock, Virginia, succumbed to his illness on Sunday, November 19, 2023. Christopher will forever be remembered as a gentle, kind, and extraordinary, talented friend, brother, son, and father. He was affectionately dubbed "the human jukebox" by his devoted brother, Thomas, as Chris's extensive repertoire and his deep love for music would often lead to hours of guitar picking and singing almost any song requested, no quarters required. There are no songs that fully express the tremendous sorrow and heartbreak his family and friends now endure in his absence. Chris attended Northumberland County Schools and graduated from Essex County High School. He also attended Old Dominion University. He worked in his family's business, Tangier and Chesapeake Cruises in Reedville, Virginia and Dominion Engineering Associates, Inc. in Stafford, Virginia. Christopher is survived by his parents, Lawson Thomas "Capt. Tommy" Pearson, III and Denise Dungan Pearson. Left to cherish his memory are: Kelly Hatton Pearson; his children, Gracelyn Elizabeth and Grant Mason Pearson; and his brothers, Jason Brannen Clark and Lawson Thomas Pearson, IV. Christopher was predeceased by his grandparents, Mrs. Contance Bowis Gallagher, Capt. Stanley Bowis, and Mr. and Mrs. Daniel E. Dungan, Sr. He was a loving father and adored his children. It is with great sadness that we announce the passing of Mrs. Elizabeth Ann Bell, 79, of Warsaw. Elizabeth passed away peacefully after a brave battle with cancer on Saturday, November 18, 2023. She was born outside of Baltimore, Maryland on August 4, 1944, to the late Edward Fletcher Perrie and the late Eleanor Josephine Ruth Gordon Perrie, and had made her home on the Northern Neck since she moved here at the age of 19. She was the widow of James William Bell, Sr. Elizabeth was also a faithful member of Warsaw Church of God. Elizabeth loved her family above all else. She was a devoted wife and mother and homemaker and enjoyed feeding everyone. A talented gardener, Elizabeth canned and preserved what she grew, made cabbage, homemade sausage, and never missed making a big Sunday dinner. If you sat down at her table, you stood up full and happy. She loved music - especially bluegrass, country and gospel; and despite being an excellent cook she was not above enjoying lunch from McDonald's with her friends from church and her great-grandkids. The apple of her eye was her grandson William Jr. and she doted on him until he started his own family. Elizabeth adored William and Hannah's eight children and somehow managed to spend individual, quality time with each of them. When Angie's kids and grands entered the fold, she extended the same warm loving care to them. Elizabeth was a devout Christian and lived her life that way every single day. She was a truly loving person, and we are all the better for having her as our mother, grandmother and great-grandmother. Left to cherish Elizabeth's memory are her loving children: sons William L. Lewis, Sr. (Angie) and Jamie W. Bell, Jr. and daughter Loretta Lynn Bell; her grandson William L. Lewis, Jr. (Hannah); her bonus grandchildren: Brianna Balderson (Nick), Blake Balderson, Brett Balderson (Brittany), Maria Lewis, Cassie Jenkins, and Blake Jenkins; her great-grandchildren: Lauren, Rosalyn, Amanda, Julianna, Valeria, Adam, Omar, and William "Rocky" III; her bonus great-grandchildren: Gracelynn, Camden and Brody; her siblings: James Perrie, Mack Perrie (Pat), Eleanor Compton (Harley), and Frances; and many loving nieces and nephews. Elizabeth was predeceased by her parents; her husband; and her brother Charles E. Perrie. A funeral service will be held at 11:00 a. m. on Friday, November 24, 2023, at the Welch Funeral Home Marks Chapel, with the Reverend Steve Taylor officiating. Judd Madison Feltner passed away peacefully at home on November 7, 2023. He was 67 years old. Even though Judd had been sick for some time, we were not expecting to lose him so soon. He was truly one of a kind, with a naturally sweet, kind soul, fiercely devoted to his wife and family. We are all devastated by this huge loss, and he will be forever missed. Judd was born in Winchester, Virginia, to the late Wilbur Madison Feltner and the late Helen Adeline Blosser Feltner on January 9, 1956. He was the husband of Carol Shalane Willis Feltner. He enjoyed an idyllic childhood in his hometown that he loved so much. Judd often shared many funny and interesting stories about growing up with his siblings Jill and Jeff. He graduated from both John Handley High School and Radford University. Judd went on to work for Winchester Court Services for several years. After leaving WCS, he worked for himself managing his properties around the Winchester area. He also became involved with Kernstown Battlefield Association as one of the original board members. Judd was one of the good ones. He was a country gentleman, a lover of history, a gun expert, and most importantly, a nature lover. His heart found solace in the outdoors, whether it was his cherished rustic cabin in Winchester, or in his dream home on the river in the Northern Neck, shared with his beloved wife Shalane. Marriage to Shalane brought forth a new chapter for Judd, where he embraced his role as a loving husband and stepfather to Ramie and Carl. After Ramie's death, his step-grandchildren came to live with him and Shalane. He delighted in being the very best "Papa Judd" to Braiden and Avery. Their presence in Judd's life brought out his paternal qualities. As with everything Judd did, he parented with gentleness and strength. Preceding Judd in death are his parents, Wilbur and Helen; and his stepdaughter Ramie Melissa Tutterrow. Left to cherish his memory are his wife and best friend, Shalane; his stepson Carl Tutterrow; his grandchildren Braiden and Avery Tutterrow; his sister Jill Feltner (David Grim); his brother Jeff Feltner (Melanie); his nephews: Josh Feltner, Will Feltner, and Judd Lofton and their families; his father and mother-in-law Carl and Melva Willis; his cousins; many dear friends; and his dog Tess. William "Bill" Eugene Bowen, age 94, went to be with the Lord on November 7, 2023. Born in Newland, Virginia, on Sept. 19, 1929, he was the widower of Allene Hanks Bowen, his beloved wife of almost 66 years. Bill was an active and faithful member of Totuskey Baptist Church, serving in many roles and capacities over the years; including lay speaker, Sunday School teacher and deacon. Bill worked at the Tidewater Telephone Company until he joined the Northern Neck State Bank in September 1968 as a teller. Bill rose through the ranks, becoming the bank's Senior Vice President in 1977, retiring from that position on April 30, 1996. He continued to serve on the Board of Directors until December 31, 2001. In July 2021, Bill moved to an assisted living facility in Richmond, but never forgot the Northern Neck, where he had spent his entire life. He talked of it every day and always cherished the visitors who came to see him from "down home". Bill is survived by his two daughters, Sharon Bowen Grogan (David) of Savoy, IL, and Kimberly Bowen Dungan of Glen Allen, VA; two brothers, Rev. Donald Bowen (Linda) and Rev. Willard Bowen (Marian); five grandchildren: Devin Dungan, Madison Dungan, Erin Grogan, Chelsea Grogan, and Ethan Grogan; and many nieces, nephews, and other family members. Bill is preceded in death by his parents, William Garrison Bowen and Elsie Marks Bowen, and his sister, McClain "Clany" Frew. A homegoing service will be held at 3:00 p. m. on Saturday, November 18, 2023, at Totuskey Baptist Church. We will begin celebrating Bill's life in the church 90 minutes prior to the service and a luncheon will follow in the fellowship hall. Edward "Arnold" Herbert, 73, of North Chesterfield, formerly of Tidwells, went home to the Lord on Sunday, November 5, 2023. Arnold was born in 1950 to the late Mitchell Lee Herbert, Sr. and the late Carrie Viola Herbert, and he was the last surviving member of his siblings. He was a lifelong member of St. James Episcopal Church in Tidwells. Arnold loved hugs, music (especially Hank Williams, Sr. ) and being with people. His favorite song to sing was Jesus Loves Me. He liked going out to eat, especially to his favorite take out place - KFC! Growing up and into adulthood St. James Episcopal Church was always a place where Arnold felt loved and accepted. He served as an altar acolyte and enjoyed donning his robes and lighting the candles. When Arnold moved to the group home he really enjoyed living with his peers and made friends with so many people. He enjoyed visits from his family and the outings that they would go on. Arnold is survived by a great number of nieces, nephews, cousins and extended family. He is survived by his friends at the group home and his dear friend and caregiver Matt Lugar. Arnold was preceded in death by his parents Mitchell and Carrie and his siblings: James Dean Herbert, Mitchell Lee Herbert, Jr. , Marie Herbert Mundie, and Betty Jo Wilkins. A graveside memorial service will be held for Arnold at St. James Episcopal Church in Tidwells at 2:00 p. m. on Saturday, December 9, 2023 with the Reverend Jon David officiating. Harold Ray Wilkins, age 80, departed this life on November 1, 2023. Harold Ray was born in Luttrellville, Virginia, on June 13, 1943, to the late Herman George Wilkins and Elsie Brown Wilkins. Harold Ray lived in the Northern Neck his entire life, where he attended Northumberland County Schools and graduated in 1961. Harold Ray retired from Verizon, where he worked for many years in Warsaw, Virginia. After retirement, he worked for the Northumberland County Sheriff's Office serving as bailiff for the court system. In addition to bailiff, Harold Ray was employed as Victim Witness Director of Northumberland County. In both of those capacities, he helped numerous individuals. He was a member of Bethany Baptist Church in Callao, Virginia, where he was a deacon, Sunday School teacher, and served on the Cemetery Committee. Harold Ray loved his church and was a devoted family man. At home, his favorite hobby was spending time outside cutting his yard. He was well known for his kind, compassionate, and joking personality. He is survived by his loving wife of 56 years, Virginia Mae Wilkins; son Drew McClain Wilkins of Richmond, Virginia; daughter Angela Wilkins Tadlock (Luttrell) of Kilmarnock, Virginia; sister Esther Wilkins Haynie of Heathsville, Virginia; sister-in-law June Dawson Wilkins of Callao, Virginia; brother-in-law William Edward "Billy" Harper, Jr. (Debbie); numerous nieces and nephews; and his loving dog Coco. Harold Ray was preceded in death by his parents and his two brothers, Herman Clemmons Wilkins and Louis Holland Wilkins. A funeral service will take place at Bethany Baptist Church on Monday, November 6, 2023 at 2:00 p. m. with the Reverend Kori Kiss officiating. The family will receive friends one hour prior to the service. Pallbearers include: Roger Wilkins, Barry Wilkins, Dwayne Wilkins, Shawn France, Wayne Middleton, and Michael McKenney. Sharon "Kay" Stowell, 78, of Montross passed away on October 24, 2023. Kay was born in Cumberland, Maryland to the late Arlie Britton Dolly, Sr. and the late Elma Louise Sisk Dolly. She was the widow of James Edward Stowell, her husband of over 20 years. She was retired from her position as manager of the Montross Wholesale Store. Kay was a member of the Montross Moose Lodge. Kay was fun! She loved being around people and enjoying life. Her family was her priority. Once they were grown, she began working, first at the tomato cannery in Leedstown and then at the store. She really enjoyed her career there, especially interacting with all of the customers. Kay was an excellent cook and baker. The Friday night suppers at the Moose Lodge were opportunities for her to cook for her friends and socialize. She loved NASCAR; her favorite driver was Bobby Labonte and she rooted hard for the Commanders during football season. Kay liked reality shows, especially Survivor. She loved being outdoors and she tended to her flowerbeds and kept her lawn meticulously manicured at all times. She was a very loving mother, grandmother, wife, sister and friend. We will miss her. Left to carry on Kay's spirit are her beloved children Stacia Lyn Courtney (Travis) and John Patrick Stowell (Juanita); her cherished grandchildren: Justin Courtney, Jake Courtney, Christopher Hamilton, and Kaitlyn Vance; her great-grandson Jaxon; her siblings: Arlie B. Dolly, Jr. (Linda), Jane James (Steve), Wilbur Dolly (Kathy) and Walter "Lynn" Dolly (who passed away on October 25, 2023 - exactly one day after Kay passed); her sister-in-law Linda Dolly; her dear friends: Glenda Jenkins (Larry), Audrey Gutridge (Billy Taylor), and Shirley Harman. Kay was predeceased by her parents Arlie and Elma; her husband James; her beloved son William Vance "Billy" White, III; and her sister Shirley Jean Laudermilt. An evening visitation will be held at Welch Funeral Home Montross Chapel on Saturday, October 28, 2023, from 5:00 p. m. to 7:00 p. m. Kay's funeral service will be held at 2:00 p. m. , on Sunday, October 29, 2023, also at the Welch Funeral Home Montross Chapel. Pastor Randall Snipes will officiate. Serving as pallbearers are: Lenny Stowell, Johnny Stowell, Donald Payne, Bill Payne, Chastine Payne, and Eric Molinares. Kay will be laid to rest beside her beloved son Billy in the Nomini Baptist Church Cemetery following the service. After the burial the family will join friends at The Montross Moose Lodge for a light dinner and reminiscing about how awesome Kay was.
