Colonel William "Bill" Joseph Flanagan, Jr. , USA (Ret. ), age 85, of Colonial Heights, peacefully joined his beloved wife of 60 years, Diane, in eternal rest Sunday, December 3, 2023. Colonel Flanagan was a devoted family man, a dedicated servant of both God and country, and a proud patriot. Bill was born and raised in the historic town of Saratoga Springs, New York. His early years were immersed in the world of the racetrack and working at his family’s 3 hotels to include the 19th Century Rip Van Dam Hotel. He graduated from St. Peter’s Academy in 1956, and in 1960 earned his Bachelor of Science at Cornell University where he also completed his Army ROTC training. Later he went on to earn his Master of Science from the University of Delaware in 1973. He also graduated from the U. S. Army War College in 1985. In 1960, his military journey commenced at what was then Fort Lee, Virginia, and with Airborne training at Ft. Benning, Georgia. In 1962, he returned to Saratoga Springs and met the love of his life, Diane Konen, a student at Skidmore College. Just three months later, they became engaged and were married in February 1963. Their union was blessed with four children, Michael, Chris, Bill, and Taimi, and together, they navigated life in 22 different homes, including 11 years in Europe, residing in France, the United Kingdom, and Germany. Colonel Flanagan’s exceptional military career spanned over 30 years as a commissioned officer in the U. S. Army’s Quartermaster Corps. His innate talent for organization and innovative process development led to several critical and impactful roles. Notably, he became the first Chief of the Office of the Quartermaster General where he helped to re-establish the Quartermaster Regiment, the training of Quartermaster occupational specialties, and the office of the Quartermaster General. In Europe, he held significant positions, including Chief of Staff of the 2nd Corps Support Command supporting VII Corps, Commander of the Defense Subsistence Region Europe, and ultimately, Commander of Defense Logistics Agency Europe. His most significant contribution to the Department of Defense was as the first Chief of Staff of the Defense Commissary Agency at Fort Lee. He was actively involved in several military associations and veterans’ organizations, including the Quartermaster Museum Foundation Board (for 30 years), Military Officers Association of America (MOAA) Virginia president and state leadership council member (12 years), Virginia War Memorial Foundation, Association of the United States Army (AUSA), American Legion, and the VFW. In retirement, Colonel Flanagan translated his passion for service into a new role as the Legislative Aide and Chief of Staff to the future Speaker of the House, Delegate Kirk Cox, serving for 23 years. He was dedicated to improving the lives of Virginians and safeguarding democratic principles. With Bill’s help, Delegate Cox submitted more veteran and military legislation than the next four highest General Assembly members, combined. His commitment to the Republican Party was unwavering, with 16 years of service on the Virginia Republican State Central Committee, chairing the 4th Congressional Republican Committee, and over 30 years of involvement with the Colonial Heights Republican Committee, including two terms as Chairman. He continued his service in 2020 as a Founding Member of American Veterans Vote (AVV), for which he advised on grass roots organizing and mobilization. Diana Culliton

Diana Culliton

Age - 40

November 29, 2023

Diana Brooke Culliton, (known as "Brooke" to family and friends); lost her battle with mental illness on October 26, 2023. Brooke was a life-long animal lover and advocate that decided to dedicate her life to th medical care of animals early on. Upon graduating from Manchester High School, she attended the Virginia Commonwealth University (VCU) in Richmond, VA, then went on to attend Blue Ridge Community College where she received her Associate degree in Applied Science with a Major in Veterinary Technology. Brooke worked her entire career as a licensed Veterinary Technician, and volunteered her free time working at various branches of the Society for the Prevention of Cruelty to Animals (SPCA) as well as the Richmond Animal League (RAL). Despite her personal struggles and busy schedule, she also spent time helping local homeless communities by providing water, food, clothes, and blankets to those in need. Brooke’s passion to help animals was a deeply held commitment throughout her life and resulted in countless animal rescues. She found homes for many cats and dogs throughout the years, many times in her own home. While Brooke had multiple animals throughout her life, three dogs were her favorites: BeBe, Nikki (AKA "Nik Nack Patty Whack"), and Seoul (AKA "Seoul Train" or "Seoulie"), two of which had "crossed the rainbow bridge" prior to her death. Seoul – a beautiful black Lab mix – became Brooke’s therapy dog and was dedicated to her until the very end. Brooke was an intelligent young woman with a good heart, that was often times "the life of the party". She had a strong desire to overcome the obstacles her mental illness placed in her path, but sadly was unable to find the success she sought – leaving her with regrets for her actions toward others that were not aware of or did not understand her illness. However, she was mainly a "free spirit" with an artistic soul, that enjoyed painting, music, and spending time with her family at annual family reunions in the mountains of Southwest Virginia (in a small town named Allisonia), as well as family trips to the Outer Banks of North Carolina. She especially enjoyed traveling to various beach destinations with her favorite traveling partner, her grandmother - affectionately known as "The Nana". Brooke also enjoyed hiking along the James River with destinations of Texas Beach and Pony Pasture. Brooke was preceded in death by her maternal grandmother, Velma Mitchell Hayes ("The Nana"), and step grandfather, Patrick Hayes ("Pop Pop"); her paternal grandfather, Sammie Culliton ("Pa"), and paternal grandmother, Ruby Culliton (Granny). Brooke is survived by her mother, Sharon Baker-Holdsworth, her father, Ted A. Culliton and his wife, Karen; her brother Brandon A. Culliton, his wife Brien, and their daughters Ruby Ann and PepperMae; her maternal grandfather, Billy S. Baker, her Auntie Sheila Baker Coffield and her husband, Matthew; Nita Braswell and her husband Donnie; Rhonda Culliton and her husband, Jay; as well as great aunts, uncles, many cousins, and beloved friends. As requested by Brooke, her remains were cremated during a small, private ceremony. A gathering to celebrate her life will take place sometime in spring of 2024. For those wishing to make memorials in Brooke’s name, the family asks they be made to theCapital Area Rescue Effort, Inc (CARE Rescue), PO Box 575, Sandston, VA 23150. www. carerva. com.
